The new Part L is very different from its predecessor. It expands the scope of work covered, particularly
in existing buildings, and calls for more testing to demonstrate that design intentions have been carried
through into the final build and certification that services have been properly commissioned. More
importantly, it adopts a fundamentally different and complex approach to compliance based on the calculation
of the CO2 emissions of the building at both the design stage and on completion of the building.
